Request for Proposals For Design, Build, Finance, Operate, Maintain and Transfer (DBFOMT) of Irbid Central Market
The Greater Irbid Municipality hereby invites local, and international companies, whether individually or as part of consortia, to submit technical and financial proposals for participation in the implementation of the design, financing, construction, operation, maintenance and transfer of a new market to be known as the Irbid Central Market (the "Project"). The Project will follow a Design, Build, Finance, Operate, Maintain and Transfer (DBFOMT) model, with a concession period of (20) years. Grater Irbid Municipality is acting for itself and on behalf of Bani Obaid Municipality for the purposes of the Project.
The Irbid Central Market Project is a national priority initiative aimed at establishing a modern and specialized wholesale fruit and vegetable market that will serve as an integrated agro-logistics hub for the northern governorates of the Kingdom. The Project seeks to enhance the efficiency of agricultural marketing systems, in alignment with national policies on food security and sustainable economic development.
Project Objectives
- Develop modern infrastructure for agricultural wholesale markets.
- Improve the quality and safety of agricultural products and strengthen cold chain systems.
- Reduce post-harvest losses and enhance trading and distribution efficiency.
- Support farmers and traders and enhance the competitiveness of the agricultural sector.
- Attract private sector investment and strengthen institutional partnerships.
The Project will be developed on land owned by Greater Irbid Municipality and Bani Obaid Municipality, located in Um Al-Abar Al-Janoubiyah, Irbid Governorate. The site enjoys a strategic location due to its proximity to major agricultural production areas and national and regional road networks.
Project Scope
- Development and operation ot a 'r-jjt arc vegetable wholesale market, incluoirg tracing halls, sales units, and loading and unloading areas.
- Development of a dedicated farmers' market to enable the participation of seasonal producers and small-scale farmers.
- Construction ot administrative and commercial buildings, including management offices, regulatory authorities, and supporting services.
- Development of cold storage facilities, cold chain systems, and pre-cooling rooms.
- Provision of inspection, monitoring, and quality control facilities.
- Establishment of waste management and disposal systems.
- Construction of internal roads, parking areas, and infrastructure and utility networks.
- Operation and maintenance of all market facilities throughout the concession period, and transfer of the assets to the owning entities upon expiry of the contract in accordance with the signed agreements. |
